The firm’s Legislative Director, Mr. Knapp has more than 10 years of federal government relations experience, including significant experience in appropriations, regulatory, and entitlement issues, with particular emphasis on health care. In addition to expertise on Medicare and Medicaid, Mr. Knapp has experience with a wide spectrum of health care topics, including: medical errors/patient safety, efforts to expand coverage to the uninsured, the role of information technology, medical records confidentiality, research subject protections, bioterrorism preparedness, and the Medicare prescription drug benefit. Mr. Knapp has also worked on issues confronting institutions conducting federally-sponsored scientific and medical research, such as federal regulations on foreign workers in the scientific, medical and educational fields. In addition to expertise on relevant policy issues, Mr. Knapp has considerable experience with the federal budget and appropriations processes and has actively advocated for federal funding for a variety of projects and special initiatives, as well as for programmatic funding for important federal health priorities, such as medical research. Prior to joining O'Neill, Athy & Casey in 1999, Mr. Knapp worked for Congressional Consultants in Washington, DC and for the Medical Research Service of the Department of Veterans Affairs. Mr. Knapp is a graduate of Connecticut College and the University of Texas at Austin. He lives in Kensington, MD with his wife and two young daughters.
